as for some reason it is around 28" in length
Forget anything about physcial dimensions it ONLY ever applies if you print it out and even then its half of the time not accounted for. Juts look at the pixel dimensions its ALL that counts (also you will see the memory it uses in memory if you look in the bottom right corner of your image).
Also please use textures that are square and in powers of two so use 2x2, 4x4, 8x8, 16x16, 32x32, 64x64, 128x128, 256x256, 512x512, 1024x1024, 2048x2048, 4092x4092 (dont go above that unless you have serious hardware even so often better to split up the textures). Possibly use a combo like 256x512 etc... This ensures optimal memory usage.
In fact even if you only worked for print ONLY then you would still be better off just looking at the pixel values.

If not, how do I go about change these textures to map or bot files?
Theres a command line tool to do this. As well as few scripts that will auomatically do this for your files using those tools

To be honest I have no idea what these are.
They are internal pyramidial formats of the respective renderers and if you have never used maya or mental ray it wouldn't make sense that you'd have heard of them. As they only work in those applications. (they are not distribution ofrmats just render ones)
