Just curious, what does the subject of your post "renderman and cartoons" have anything to do with your question about Mental Ray.

Too answer your question. Yes you can render toons in Mental Ray with a toon shader.

Ok, well yes you can render toons in renderman. If your using RAT, slim comes with a toon shader. If you dont have rat then just look for an implementation of larry gritz's Nizid shader. He discusses this in the advanced renderman book. You can find nizid shaders in renderman repository plus other toon/NPR shaders.
