How can I make an object throw a Shadow while using the cartoon-shader?
I don't think cartoon shader supports shadows
I suggest you to calculate shadows with a shadow render pass and then composite.

Toon shader does support shadows, but the current build has a bug. Fixed in an upcoming release.

If you use the toon_paint shader and plug it into the shadow port of the material you'll get shadows. Thanks to Georg for this one

You can also connect a phong node to shadow port of material and toon in surface. You will obtain shadow...Great
Mmmm.. arealights on toon stuff... mmm... (and even longer rendertimes)
You can also simply disconnect the toon shader from shadow imput.
