Slow up down frames a la Matrix?

Hello,

anyone know how to go about to do a effect like slowing up down time (as seen in Matrix/commercails) in combustion/effect, did read somethin about frameblending in the effect* help files and could not find a way to do it, are there more options in combustion? if not is there any plugins doing this available for effect/combustion? thanks in advanvance,
