Time steps is cheaper as frame samples will look at all the collision objects in your scene.

Oh yes, solver scale will only make your clothing think it's bigger that it really is. So if your garment is 12 inches big, it will solve like its a little tiny doll garment, so if you want to make it look like it's 120 inches big, increase the solver scale by 10.
