Well actually it is, they mention this in the general inner workings* , anyway double click on the move tool for tool options. Alternatively hold w down and lmb, or click the second most top left button above the channel box.
*They don't repeat stuff once they tell you something they assume you know it, the manual is meant to be read from beginning to the end.

Yes define a new keyboard layout. Anyway my Maya accepts comma just fine.

Also it seems to me that Maya (and other programms like Photoshop and Word) sometimes switches the "z" and "y" buttons in the middle of my work. So when I'm pressing Ctrl+Z it doesn't do anything. Is there a way to fix this?
Windows has this cool language switching feature, and by default its set to ctrl+shift or ctrl+alt varies a bit by country. Now the trick is to ask windows kindly to disable this feature. Go to control panel, select regional and language options -> languages -> details -> key settings -> change key sequence and unchek all. while your at it take the sticky keys switching off to wich is triggered by 2 quick shift taps.
