Time change 29.97 to 23.98

Material was shot with Canon XL1s in progressive mode, not fields, at 30fps.

I need to intercut to HD mastered at 23.98.

When doing a standard time change in Combustion, Shake, and several NLE's I've noticed choppy motion artifacts from dropped frames to make 23.98

Is there a way to do this in Combustion 2 that would result in smoother motion?

When doing the time change in combustion, have you tried using the "frame-blending" option under the time-stretching in the footage output?

You can try to download a demo of Twixtor at http://www.revisionfx.com/rstwixtor.htm and see if you prefer that result. If you do, in this case, I would not overcrank the motion blur slider as the camera is actually pseudo-progressive as far as I understand (does some form of field blending internally) so it will already be a bit more soft then your 24P source.
