You'll have to render what you have first. Bring your new render into your workspace (or make a new one, it doesn't matter,) twirl open your layer branch in the workspace tree to reveal your footage. Single click on the footage, and the footage controls tab/window should appear. Click the Output button, and on the far right is the time manipulation controls, along with the Frame Blend option. Keep in mind, any time stretch of over approx 20% will leave very visible artifacts, so you may want to compound your frame blends. Do this by only time stretching by 5%, rendering, brinnging this new streched layer back in, stretching it again by 5%, over and over until you reach your desired duration. It wont be perfect, but depending on what the shot is, you could be ok. Try Twixtor (by RealSmart ?) for really nice time streches.
