What you're asking can be achieved with Driven Keys, this tool allows to control many attributes with one attributes, thus you can define a value for each controlled attributes depending on the value of the controller's attribute.
Here is a demo showing you how to achieve it with 2 blendshapes and a circle controller moving on X axis from 0 to 1.
Don't forget to click the Key button to set a Driven Key.
Take note that in this example the first blendshape is set to 0 when the controller is on 1 so you can skip this step.
