for uprezzing you really should look into the convert option in the filein node.. uses optical flow technology and gives better result than any resize node... if you got enough time at your hand that is 
but making a HDCAM master though a DVCPRO 100 intermediate sounds like a prety bad idea too me:
two dfferent compression shemes, and even two different frame sizes (1440x1080 vs 1280x1080). if it's from an SD source it might not make too much of a difference though, but of course it also depends what you want to do with the HDCAM master. (also i thought that DVCPRO HD only supports 24p over 30i, so you'd have to apply pulldown. could be wrong on this though).
obviously the best way would be to render out to a portable disk as an uncompressed 1920x1080 file, then take that to a posthouse and play it out directly to HDCAM through HD-SDI. that really shouldn't cost much more than renting a DVCPRO deck first, and dubbing from that tape.
