Hm. yeah kinda... but before I go into it, explain what you hope to gain by doing it that way. I don't see any potential advantages.
While you could lattice mirror an object without technically causing 'negative scale', you would still have all of the symptoms of negative scale; inverted winding order on the polys etc.
