I've seent his before. A number of things can cause it, and all basically user error and fixable. So first question is, have you scaled the geometry?...if so, freeze it before skinning. Second, delete the history before skinning. 3rd, check there are no deformers, such as lattices or anything else you've setup that have constraints ro connections to the spine joints/ctrls. It looks to me as though you have a direct connection somewhere for something controlling the geo, that is connected to the attrs on your spine joints/ctrls....only the orientation of the joints/ctrls is 180 degrees to that of your deformer/whatever thing your pushing the geo around with. The result being that you move the controls one way, but the geo goes the other....i.e. psitive X on the controls is negative x on something else, so when they both rotate in positive x, its in opposite directions. Most likely cnadidate is the joints themselves perhaps being opposite axis to that of the ctrls.
