When do we use 'snap to view plane'? And how?

There is not enough information about 'snap to view plane' in Maya renference.
Does anyone use this feature?
If does, how does it work?
According to the manual, gotto select the view and click on 'snap to view plane' button, and pick cv that we want to move. Doesn't seem like it is doing something.

it's a really usefull snaping tool... you use it when you creat a construction plane , mostly in the perspective view....
by default in the persp view when you creat a spline it will be on the grid , if you creat a construction plane and move it around or rotate .. bv clicking snap to plane you will be able to creat splines in the persp view not only on the default grid but also on this construction plan which can be made in any position...
