If you were modeling a car you wouldn't model all four wheels, you would model one and copy it. The same is true for modeling a head.
Why duplicate something that can easily be copied by the computer.
Although at some point you will want to make each half have it's own character and be different, which is more accruate to life. However, it is most practical to do this at the end. Although some artist feel it necessary to model both sides together from scratch to avoid being influenced by total symmetry or having to avoid the gap between halves before merging.
