Wiggley Vertices

I have to create a lower third for a dvd feature involving a t-shirt. I went through some tutorials to use cloth. The shirt follows alright but the wrinkles in the shirt get really crappy looking. all kinds of artifacting and overlapping faces. but worse is the vertices in these areas wiggle rather violently. I've not been able to fix it.

any help would be greatly appreciated.
